Das ist vielleicht stilistisch nicht optimal, aber es wäre zu kühn, zu behaupten, dass es keiner sagt. Es ist halt so wie in jeder Sprache. Wiederholungen in einem Satz sollte man vermeiden.
1. Jag vill, att det regnar nu.
2. Jag vill att det börjar att regna.
Leider sind beide nicht totalgut. 1. weil man nich wollt etwas was schon gibts. 2. Is not usual, because in according to 2 (as a swede would think about it) you want that it should be starting to rain at this moment. But you know that it is not starting at the same moment as you say it. You only know that it might start to rain in the near future and you want it to happen. Therefor it is more common to say (in swedish):
Jag vill att det ska börja (att) regna.
(Ich möchte dass es will anfangen (zu) regen.
